Ribbon Cutting Ceremony and Grand Opening For Civil Law Self-Help Center

Eighth Judicial District Court Presiding Civil Judge Elizabeth Gonzalez and Las Vegas Justice Court Vice Chief Judge Melissa Saragosa will be joined by Legal Aid Center of Southern Nevada Executive Director Barbara Buckley and Clark County Commissioner Lawrence Weekly in a ribbon cutting ceremony.

  • WHAT:    Civil Law Self-Help Center Grand Opening.
  • WHEN:    Thursday (Jan. 14) at noon.
  • WHERE:    Regional Justice Center, 200 Lewis Ave., Las Vegas.
  • EVENT:    Dedication of a new Civil Law Self-Help Center to self-represented individuals of the Las Vegas community. Interviews, a photo opportunity and media tour of the new center will be provided. The Civil Law Self-Help Center (CLSHC) provides self-represented litigants with the tools to effectively prepare for court. The center offers common civil forms, education and self-help legal information to those wishing to represent themselves in civil matters in the Clark County court system.

District Court Case Reassignments Effective September 21, 2009

The Eighth Judicial District Court will initiate a caseload transfer for four judicial departments effective September 21, 2009. The four departments affected by the reassignment of cases include:

  • Dept. 4, Judge Kathy Hardcastle, mixed civil/criminal (Criminal Track 11).
  • Dept. 7, Judge Linda Bell, mixed civil/criminal (Criminal Track 5).
  • Dept. 14, Judge Donald Mosley, mixed criminal/mortgage foreclosure review (Criminal Track 11).
  • Dept. 15, Judge Abbi Silver, mixed civil/criminal (Criminal Track 5).

In the event an attorney has not exercised a peremptory challenge and wishes to do so, he/she must exercise the peremptory challenge in accordance with Supreme Court Rule 48.1 and the case will be randomly reassigned.

Investiture for Justice Court Judges Joseph S. Sciscento and Melanie Andress-Tobiasson

The Las Vegas Township Justice Court will host an investiture ceremony for Judges Joseph S. Sciscento and Melanie Andress-Tobiasson this Friday (Aug. 14) at 3 p.m. at the Clark County Commission Chambers, 500 Grand Central Parkway, Las Vegas.

WHAT:    Investiture ceremony for newly appointed Las Vegas Township Justice Court Judges Joseph S. Sciscento and Melanie Andress-Tobiasson.

WHEN:    3 p.m., Friday (August 14).

WHERE:    Clark County Commission Chambers, 500 Grand Central Parkway, Las Vegas.

EVENT:    During this ceremony, Judges Sciscento and Andress-Tobiasson will formally be administered the oath of office and will receive their judicial robes.  Members of the local judiciary will attend the ceremony.  All of the judges will make formal comments.  Afterwards, a reception will be held at the Triple George Grill, 201 N. Third Street #120, Las Vegas.

Judge William O. Voy Addresses Underage Prostitution

Judge William O. Voy, a Family Court Judge in Clark County’s Eighth Judicial District Court, appeared Thursday evening (July 23, 2009) on the CBS Evening News with Katie Couric to discuss the urgent need to tackle the national problem of underage prostitution in the United States.

Voy, who presides over juvenile matters in the Clark County Family Court, said the problem is a national one and not just localized to Las Vegas.  He said the problem must be addressed by parents, courts and law enforcement in every city across the country.

Judges Practice Role Play to Help Parties Reach Agreement

Clark County Courts Judges will role play to learn how to mediate and resolve cases during training sponsored by the Saltman Center for Conflict Resolution at the William S. Boyd School of Law on the campus of the University of Nevada, Las Vegas.

More than 25 judges will participate in the training led by Dr. Peter Maida, a mediation expert. Maida will lead judges through family and civil court scenarios and teach them how to lead discussions, engage litigants and reach negotiated settlements in cases. The judges will act out each scenario and Maida will teach them how to help parties reach agreement. The course will focus on facilitating collaboration between parties and find common-ground for reaching a settlement.

This focused training will teach judges to lead mediations in various settings, such as divorce or foreclosure. The mediation skills will enable judges to provide better service, help parties reach a settlement and speed up adjudication. Mediation provides individuals with quicker resolution and releases court days for other trials.

“Matters coming to the court must be resolved quickly and mediation is an important tool,” said Chief Judge T. Arthur Ritchie, Jr. “Mediation may help families facing foreclosure, a divorce or any other matter that requires fast resolution and help from the court.”

In May and June, the Civil and Family Divisions conducted marathon settlement conferences which resulted in adjudicating 80 Family Court and medical malpractice cases in five weeks. This effort released more than 100 trial days for pending trials in the courts.

Caseload Reassignment Affects Five Judicial Departments in the District Court

The Executive Judicial Committee of the Eighth Judicial District Court has announced a plan for reassigning caseloads for five judicial departments in the Eighth Judicial District Court. The reassignments will involve the following judges: Judge Doug Smith, Judge Elizabeth Gonzalez, Judge Mark Denton, Judge Allan Earl and Judge Kathleen Delaney. While the actual caseload transfer will occur the weekend of July 25 and 26, 2009, the changes will be in effect starting Monday, July 27, 2009.

Effective Monday, July 27, 2009, the judicial department calendars will reflect the following changes:

  • Judge Doug Smith, Department 8, will acquire Judge Elizabeth Gonzalez’s Criminal Caseload (Criminal Track 3).
  • Judge Allan Earl, Department 19, will be receiving approximately 800 of Judge Doug Smith’s Civil Cases through a random reassignment.
  • Judge Allan Earl, Department 19, will be receiving approximately 400 of Judge Kathleen Delaney’s Civil Cases through a random reassignment.
  • Judge Kathleen Delaney, Department 25 will be receiving approximately 50% of Judge Mark Denton’s Business Court Cases through a random reassignment.

Effective July 27, 2009, any pending or future District Court matters, for reassigned cases, will be heard in the department consistent with the information above.

Las Vegas Justice Court Reassigns Civil and Summary Eviction Cases

Effective July 1, 2009, all civil and summary eviction cases in the Las Vegas Justice Court will be reassigned to Judges Saragosa and Sullivan in Departments 4 and 12 as follows:

Cases from Departments 1, 3, and 6 shall be reassigned to Department 4.
Cases from Departments 5, 9, and 11 shall be reassigned to Department 12.
Cases from Department 7 shall be randomly reassigned to both Departments 4 and 12.

Any hearings that are presently scheduled on these reassigned cases will take place at their scheduled dates and times but such hearings will be held in either Department 4 or 12’s courtrooms.  Notices to this effect will be placed in the courtrooms of the Departments to which these cases are presently assigned.
